Since 2003 and currently, Branan Environment has been a consultant on environmental issues associated with the integrated development of offshore oil, gas and gas condensate fields. 

The main facilities of the Project include: 

• Offshore stationary platforms for the extraction of oil and gas;
• The pipeline system (oil and gas pipelines) comprising the offshore and onshore components;
• The onshore facility for the preparation of oil and gas to transportation to the liquefied natural gas production plant and offshore export terminal (OET);
• The liquefied natural gas production plant, offshore export terminal (OET), single point mooring, and Tanker Loading Unit (TLU).

The project support included the following services rendered by Branan Environment: 

1. Developing ESIA materials for the Feasibility Study for the EBRD loan;  

2. Consultancy on the legal issues in the area of environmental protection and management including:

• Explaining the applicability of the legal and regulatory acts of the Russian Federation and regulatory and technical documents to the operation of the Company;  
• Preparing (i) monthly legal reviews concerning environmental regulation; (ii) monthly reviews of changes in the environmental legislation and governmental structures due to the ongoing administrative reform as applied to the Project;  
• Preparing individual analytical reviews of the legal and regulatory acts of the Russian Federation and other regulatory acts covering various aspects of the company operation including:

1. Procedures for obtaining the rights to the use of water bodies;
2. Establishment of SPZ for individual facilities of the Project;
3. Handling the drill mud waste and drill sludge;
4. Economic regulation of the use of natural resources in the Russian Federation with due attention to the detailed consideration of the corresponding aspects of the Company operations in the course of the Project implementation;
5. Procedures for obtaining permits for the construction and commissioning of the Project facilities.

 3. Support and consulting with respect to obtaining the permitting documents (licenses, authorizations, permits, etc.) required for the Project implementation; 

4. Consulting and support with respect to obtaining positive conclusions of the state environmental review of the project documentation including: 

• Quality control of the environmental protection section and EIA materials of the project documentation and preparing improvement recommendations;
• Developing the support strategy for the state environmental review of the project documentation, including the overall schedule of obtaining authorizations and carrying out the expert review, and the list of the authorizations required for the state environmental review;
• Assisting in the organization and participation in the carrying out of public hearings for the EIA materials of the project documentation to be submitted to the state environmental review; developing the public hearing strategies including their schedule and assessment of risks.
